2016 Legislative Session

Special Session Update
June 24, 2016

The Kansas Legislature convenes for the second day of the Special Session on Friday June 24th, 2016. Both the Kansas House of Representatives and Kansas Senate will be debating bills to provide K-12 education funding. You can find both bills, Senate Bill 1 and House Bill 2001 by clicking the links provided. In addition the Senate will consider two constitutional amendments, SCR 1602 and SCR 1603, regarding the Courts authority in the closure of K-12 schools. At this time the plans do not contain any changes to higher education funding as passed in the final appropriations bill and signed by the governor.

Legislative Update
May 2, 2016

The 2016 Kansas Legislature adjourned in the early morning hours of May 2, 2016. The Kansas Legislature will adjourn Sine Die on Wednesday June 1, 2016. The 2016 Veto Session passed a number of bills including the omnibus reconciliation bill. This legislation required the Governor to issue allotments of state general fund monies to balance the state budget.

Other legislation passed in the veto session included:

  • Changes to the open records law not allowing state employees to use private email to conduct official business
  • Allowing specific areas of public buildings to prohibit concealed carry weapons
  • Requiring the Kansas Board of Regents to launch a “Degree Stats” site to assist students and families in making decisions for degree programs at state universities
  • Changes to the state budget process to implement performance based budgeting
