Campus Restoration Act

Objectives

The Kansas Legislature authorized the Campus Restoration Act (CRA) in 2024 to assist Kansas universities in addressing deferred maintenance on mission-critical designated buildings. The program provides the Kansas Board of Regents (KBOR) with $30 million annually from fiscal year 2026 to fiscal year 2031 to assist Kansas campuses in vital infrastructure updates. Universities may access CRA funding by providing 1:1 matching funds for deferred maintenance projects. For demolition projects, matching funds are not required.

K-State will prioritize CRA funding in two key areas:

  • Renovating and expanding interdisciplinary research spaces, supporting collaboration and innovation across academic disciplines.

  • Improving the student experience, with a focus on enhancing instructional spaces, recruitment facilities, and student services.

 

Methodology

KBOR will finalize its allocation methodology and utilization parameters at its December 2024 meeting. In preparation, the university has formed a project advisory committee responsible for evaluating, refining and recommending projects for implementation in accordance with both KBOR and university criteria. Detailed instructions on how to submit project proposals will be provided once available.

All proposed projects should address the following:

  • Align with the Next-Gen K-State strategic plan, Campus Master Plan and unit-level strategic plans.
  • Reduce building deferred maintenance.
  • Transform underused space into multi-unit collaboration, research or high-impact instructional space.
  • Advance the workplace-built environment.
    • Infrastructure improvements.
    • Code elements modernization (ADA, elevator, fire systems, ventilation, etc.).

October 2024 - January 2025

  • Framework launch and facilitated ideation.

Stage 2

February 2025

  • Proposal packages due.

Stage 3

March 2025

  • Prioritization and initial recommendations.

Stage 4

April - August 2025

  • Programming and project costs identified.
  • Fund deployment strategy communicated.

Stage 5

September 2025

  • Final evaluations and awards.
