University academic program reviews must analyze and assess the following key factors:

  • Market Demand: Current demand for the program.
  • Student Demand, Accessibility, and Return on Investment (ROI): Student interest, accessibility, and the potential benefits for students post-graduation.
  • Program Centrality: Relevance of the program to the institution’s mission and goals.
  • Program Quality: Assessed by curriculum rigor and impact on students.
  • Program Service: Contributions to the discipline, university, and broader community.
  • Cost-Effectiveness: The program’s financial sustainability and effectiveness.

Data for Meeting Minimum Requirements

The following criteria are set to assess program performance based on enrollment, graduation rates, talent pipeline, and student ROI.


Criteria for Number Majors
  • Baccalaureate Programs: Average of 25+ juniors, seniors, and 5th-year majors annually over the past four years.
  • Master’s Programs: Average of 20+ majors annually over the past four years.
  • Doctoral Programs: Average of 5+ majors annually over the past four years.

Criteria for Number of Graduates
  • Baccalaureate Programs: Average of 10+ graduates annually over the past four years.
  • Master’s Programs: Average of 5+ graduates annually over the past four years.
  • Doctoral Programs: Average of 2+ graduates annually over the past four years.

Talent Pipeline - Baccalaureate Degrees
  • 51% or more of graduates employed in the region within one year (four-year average).

Student Return on Investment – Baccalaureate Degrees
  • Median salary of $40,800 or more five years post-graduation (280% or more of the 2023 federal poverty level).
