Neighborhood Revitalization Programs (NRP)

The neighborhood revitalization program used in Kansas was established by the Neighborhood Revitalization Act on 1994. A revitalization neighborhood is designated by identifying an area with a predominance of buildings that are detrimental to the health, safety and welfare of the public. The NRP allows for tax rebates for tax rebates for rehabilitation or new construction of buildings in that area applied to added taxes that would result from the increased value of the property after improvements have been made. This program is being explored as a means of addressing affordable housing by the incentives it offers to homeowners challenged by the cost of repairs, and by incentives for construction of new affordable dwellings in place of deteriorated structures.
