Minutes - December 7, 1999


The meeting was called to order in Rathbone Hall 274, at 7:00 P.M. by President John Blessing, NØYRL.

The minutes from the previous meeting were read.

UNFINISHED BUSINESS

Thanks to Phyllis and Norm Dillman for locating a bargain of a set of new tools for the club. There was a motion to reimburse the Dillmans for their cost: $30. Motion passed.

Related to the missing guy wire on the east tower, Norm Dillman, NØJCC reported that there is guy wire on site now, and he has located three volunteers to climb the tower when the time comes: Mike Moore, NØPVU, Chris Casey, NØVRP and KSUARC's own David Handlos, KBØKQY.

NEW BUSINESS

Former KSUARC advisor Myron Calhoun, WØPBV attended the meeting. Myron serves as the Emergency Coordinator for Manhattan in the Amateur Radio Emergency Service (ARES).

Myron proposed memoranda of cooperative understanding between the KSUARC and RACES, the Radio Amateur Civil Emergency Service, as well as between the KSUARC and ARES, the Amateur Radio Emergency Service, for use of the club repeaters for training purposes and/or in case of a disaster affecting this area. A motion was made and seconded to agree to and sign the two memoranda. Motion passed.

The two agreements are provided below.


COOPERATIVE UNDERSTANDING
between WØQQQ, the Kansas State University Amateur Radio Club,
and RACES, the Radio Amateur Civil Emergency Service.

The purpose of this document is to state the terms for an understanding between WØQQQ and RACES that will serve as a broad framework within which members of both organizations will coordinate the use of WØQQQ repeater(s) and to declare formal approval for RACES to use WØQQQ repeater(s) as a means of communication for RACES operations.

Because a fundamental reason for the existence of the Amateur Radio Service is to provide public service and emergency communication, and because both WØQQQ and RACES are affiliated with the ARRL (Amateur Radio Relay League), a symbiotic relationship exists between WØQQQ and RACES. Although RACES operations are not dependent on any WØQQQ repeater, RACES activities are consistent with the Purpose and Objectives of the WØQQQ Constitution.

WØQQQ agrees that RACES shall be given priority use of WØQQQ repeater(s) when RACES has been activated by the appropriate authority. WØQQQ also authorizes RACES to use WØQQQ repeater(s) for training operations, but not on a priority basis. RACES and WØQQQ agree that emergency communications of any nature always have priority over training and non-emergency communications.

The signatures below attest to the fact that this Cooperative Understanding has been properly approved by WØQQQ and RACES.
