Kansas Board of Regents September meeting agenda items

The Kansas Board of Regents will meet Sept. 15 and 16 at the Curtis State Office Building in Topeka. A livestream will be available for individuals to listen remotely.
On Sept. 15, the Board Governance Committee will review and act on K-State's request to waive the enforcement of adequate security measure requirements for ticketed K-State Athletics events at Bramlage Coliseum with anticipated attendance of under 5,000 people.
The Regents will consider the following agenda items related to Kansas State University at the Sept. 16 meeting.
Consent agenda
K-State requests approval to amend the fiscal year 2023 capital improvement plan and to accept the program statements for construction of the Volleyball and Olympic Training Center and the indoor football practice facility. Both projects will be funded from donations to the K-State Athletics Building Champions Campaign and Athletics operational funds.
The Regents will adopt an updated resolution to acknowledge the newly appointed regents shall not have access to certain classified information protected by federal law. The resolution transfers the board's management control over certain classified information to a Security Executive Committee.
Discussion agenda
The Regents will consider amendments to the paid parental leave policy to include provisions from Gov. Kelly's executive order issued on July 6. Amendments include increasing parental leave from six to eight weeks for primary caregivers and from three weeks to four weeks for secondary caregivers and extending eligibility to foster parents. Parental leave would also be available for use 30 days in advance of the qualifying event for FMLA qualifying events.
K-State requests approval to charge a reduced out-of-state tuition rate that is 150% of the resident tuition rate effective fall 2022 to full-time, domestic, undergraduate students — first-time freshmen or transfer — from the state of Illinois. The request is due to the absence of any remaining Illinois institutions participating in the Midwest Student Exchange Program.
The Regents will act on K-State's request to expand the Dependent/Spouse Tuition Scholarship Program to include full-time — 0.9 FTE or above — employees on term appointments with at least five years of service at the university. If approved, the expanded policy will be effective for the spring 2022 term.
K-State requests approval to award an honorary degree at the fall 2021 Graduate School commencement ceremony.
