Kansas Board of Regents November meeting agenda items

The Kansas Board of Regents will meet today, Wednesday, Nov. 16, on the Kansas State University campus. The K-State community is welcome to attend in person at 1:30 p.m. in the K-State Student Union Ballroom. 

livestream will be available for individuals to listen remotely. Agendas and complete meeting minutes are available online. On Nov. 17 and 18, the Regents will conduct a campus visit on the Manhattan campus. 

The Regents will consider the following agenda items related to Kansas State University.

Consent agenda

K-State requests approval to accept the program statement for construction of the replacement Beef Cattle Research Center commodity shed. The former shed was demolished by straight-line winds in December 2021. The estimated project cost is $185,000.

K-State requests approval to amend the fiscal year 2023 capital improvement project plan and to accept the program statement for renovations to the Beocat data center in Engineering Hall. Improvements to the data center will address cooling and humidity control, power redundancy and backup power availability and reliability. The estimated project cost is $3.3 million.

K-State requests approval to amend the fiscal year 2023 capital improvement project plan and to accept the program statements for demolition of Edwards Hall, the Natatorium and the Gymnasium. Demolition of the buildings is requested as part of the systemwide initiative to remove old, inefficient buildings to reduce deferred maintenance and increase space utilization.

K-State requests approval to finalize the sale of the Pecan Experimental Field Office and five acres in Cherokee County, Kansas, to Dan Smith of KKR Holdings Chetopa LLC for $62,000.

K-State requests approval to finalize the sale of 15.71 acres on the north side of Kimball Avenue to the KSU Foundation for $8,820,000.

Discussion agenda

The Regents will receive a progress update on the rpk Group’s work. The Regents and rpk Group are collaborating on a project to ensure the six Regents universities are offering academic programs that align with Kansas' goals for the state's higher education enterprise, meet student expectations for programs centered on student success and that increase their employability, and that efficiently deliver faculty and staff resources across each institution, division and department.

All state universities submitted fiscal year 2024 housing and food service rates for first reading. The board will take final action in December and approved rates will go into effect on July 1, 2023. As auxiliary enterprises, housing and food service operations must cover the total cost of operations with user fees. Rate increases are requested to address inflationary pressures and to offer more robust meals and dorm amenities on the Salina campus.

K-State requests approval to amend the fiscal year 2023 capital improvement project plan and to accept the program statement for the phase I and II construction of the Global Center for Grain and Food Innovation and Call Hall and Weber Hall renovations and construction of a livestock competition arena and horse unit.

President Richard Linton will update the Regents on K-State's campus master planning process.

The Regents will act on K-State's request to name a room in the K-State Student Union.
