Kansas Board of Regents March meeting agenda items

Submitted by Cindy Bontrager

The Kansas Board of Regents will meet on March 23 at the University of Kansas Medical Center campus. The board will consider the following agenda items during the meeting.

The Regents will act on a request to approve a Master of Arts in teaching degree at Kansas State University. The program is designed for second-career adults who have previously attained a bachelor's degree and want to become elementary teachers. The program will be delivered exclusively online and include supervised field experiences.

The Regents will act on recommended Kansas Board of Regents student health insurance benefit changes and premium rates for plan year 2016-2017. The recommended plan design modification is to change the Tier 2 member coinsurance at the student health centers and United Health Care Pharmacies from 30 percent to 40 percent and to change the out of network Tier 2 member coinsurance from 40 percent to 50 percent. The plan year 2016-2017 annual, student only, premium would be $1,392 which is a 1.1 percent decrease from the prior plan year.

Kansas State University requests approval to amend the fiscal year 2016 capital improvement plan and accept the program statement for the Pittman Building walk-in freezer renovation. Pittman serves as the central food storage and distribution facility for Housing and Dining Services, which operates three dining centers, three convenience stores, a restaurant, a bakery and a coffee shop. Renovations to the 10,000-square-foot freezer are necessary to replace inefficient equipment, roofing and insulation, and to upgrade life safety features. The estimated total project cost is approximately $2 million to be funded from Housing and Dining Services auxiliary funds.

Kansas State University requests authorization to amend the fiscal year 2016 rehabilitation and repair list to include an interior remodel of the men's and women's basketball locker rooms, training room areas and the main corridor leading to these areas in Bramlage Coliseum. The 4,700-square-foot project will include new flooring and wall finishes, ceilings and lighting. Updates will be made to the restroom and shower areas and new lockers, projection screens and sound systems will be installed in the locker rooms. The estimated total project cost is approximately $850,000 to be funded from Kansas State Athletics funds.

Kansas State University requests authorization to amend the fiscal year 2016 rehabilitation and repair list to include renovation of the Outreach Center on the Kansas State University Polytechnic campus. The building, previously known as the Student Activities Center, houses campus security and the Department of Professional Education and Outreach. The interior of the 5,671-square-foot building will be renovated to provide administrative offices for community outreach, a single large classroom for industry training and secure cubicle areas for computer aided competency tests. The renovation will upgrade building technology, update existing restrooms for accessibility compliance and consolidate testing services utilized by students and community members. The estimated total project cost is approximately $750,000 to be funded from Kansas State Polytechnic departmental restricted fees.

Kansas State University requests approval to raze a wood frame barn at the Southeast Research Center Mound Valley location. The 66-year-old barn needs extensive maintenance and has not been used for several years. Following demolition, the site will be seeded to grass. The cost of razing the barn is estimated at $5,000 and will be funded from the Southeast Research Center restricted fees.
