K-State's agenda for the December Kansas Board of Regents meeting

The Kansas Board of Regents will meet Dec. 18 and 19 at the Curtis State Office Building in Topeka. A livestream will be available for individuals to listen remotely.

K-State items on the consent agenda:

K-State requests approval to terminate a ground lease with the Salina Airport Authority. The lease, originally established for construction of the K-AIRES facility on the Salina campus, is no longer necessary for the project to proceed. There is no impact to the construction of the facility due to the lease termination.

K-State items on the discussion agenda:

The Regents will consider approving six additional courses for transfer across the Kansas Board of Regents system. Courses recommended for systemwide transfer effective summer 2025 are: Organic Chemistry I and lab, Organic Chemistry II and lab, Programming Fundamentals, Object-oriented Programming, Calculus II and Differential Equations.

The Regents will take final action on fiscal year 2026 housing and food service rates.

The 2024 Legislature appropriated $7.5 million to the Board of Regents for information technology and cybersecurity upgrades in fiscal year 2025. The Regents previously approved up to $3.83 million to support a systemwide third-party IT assessment, a systemwide third-party penetration testing exercise and to address known cybersecurity and operating risks. The Regents will act on the distribution of the remaining $3.67 million to continue progress on prioritized projects. K-State's recommended allocation is $681,837.

The Regents will act on the allocation of fiscal year 2026 Educational Building Fund appropriations. K-State's recommended allocation is $17,492,000.

The Regents will act on the allocation of fiscal year 2026 Campus Restoration Act, or CRA, funds. The Kansas Legislature authorized the act in 2024 to assist Kansas universities in addressing deferred maintenance on mission-critical designated buildings. The program provides the Kansas Board of Regents with $30 million annually from fiscal year 2026 to fiscal year 2031 to assist Kansas campuses in vital infrastructure updates. K-State's recommended allocation for fiscal year 2026 is $8.97 million. K-State will leverage CRA funds to renovate and expand interdisciplinary research spaces and improve the student experience by enhancing instructional, recruiting and student services spaces.

The Regents will act on non-budgetary legislative proposals for the 2025 legislative session. K-State requests authority to sell the College of Veterinary Medicine's referral clinic in Omaha, Nebraska, and Unger Complex. The university also requests bonding authority of up to $23.5 million to support the Agriculture Innovation Initiative.
