Kansas Legislature restores funding to K-State, Research and Extension

With the recent passage of House Bill 2506 and House Bill 2231, the Kansas Legislature has approved several provisions for Kansas State University that help fund campus operations, research initiatives, outreach and building maintenance and renovations.
Items approved in House Bill 2506 for K-State include:
- Restoring one-half funding in FY2014 for the salary cap on K-State imposed by the 2013 Kansas Legislature. This will restore $949,829 to the university and more than $1.5 million will be restored to K-State Research and Extension.
- Restoring all funding in FY2015 for the salary cap on K-State imposed by the 2013 Kansas Legislature. Nearly $1.2 million will be restored to K-State and more than $1.4 million will be restored for K-State Research and Extension.
- Providing $1.5 million for the College of Architecture, Planning & Design to continue renovation and construction of Seaton Hall, with $5 million in continued funding in the FY2016 and beyond.
- Continued $5 million for the Global Food Systems initiative, formerly named for animal health initiatives on the campus.
Approved in House Bill 2231:
- A $250 bonus payment to every full-time state employee in fall 2014. The employee must be employed full time for the previous 12 months. The employees will receive it in the first pay period in December.
Several other items also will go into effect for the 2015 fiscal year that were approved by the 2013 Kansas Legislature. Those items are as follows:
- Continue $10.5 million to address repair, rehabilitation and maintenance needs for campus facilities.
- Continue $5 million for the Global Food Systems initiative.
- Continue $5 million for the College of Veterinary Medicine.
- Continue $5 million for launching National Bio and Agro-Defense Facility-related research at the university.
- Continue $3.5 million for the University Engineering Initiative Act.
House Bill 2506 is an education budget bill that provides additional money to comply with a Supreme Court order that found inequities in funding between school districts.
House Bill 2231 contains Fiscal Year 2013 supplemental funding, Fiscal Year 2014 and 2015 funding for most state agencies, and Fiscal Year 2013, 2014 and 2015 capital improvement expenditures for a number of state agencies.
