Kansas Board of Regents January meeting agenda items
Dear campus community,
The Kansas Board of Regents will meet Jan. 17 at the Curtis State Office Building in Topeka. The board will consider the following agenda items during the meeting.
In December 2016, the board approved a request from Kansas State University to approve the settlement agreement of the James F. Lindley Trust estate to transfer ownership of the university's remainder interest in real property to the KSU Charitable Real Estate Foundation as authorized under K.S.A. 74-3254. The KSU Charitable Real Estate Foundation is a subsidiary of the Kansas State University Foundation and not the "investing agent" designated by K.S.A. 76-156a. Therefore, Kansas State University requests approval to transfer the university's ownership of the property to the KSU Foundation, which is the statutory designated investing agent.
Kansas State University requests approval to amend the capital improvement plan to renovate the Behavioral Neuroscience Laboratory Research Core facility in Bluemont Hall. The 2,000-square-foot renovation will support a Centers of Biomedical Research Excellence, or COBRE, grant awarded to a Kansas State University-led team of psychological science researchers. The estimated total project cost is $874,000 to be funded from federal National Institutes of Health grant funding, departmental sponsored research overhead dollars, and rehabilitation and repair funding allocated to the College of Arts and Sciences.
The Regents will act on performance reports for the 2016 academic year. Institutions negotiate new performance agreements based on Foresight 2020 with the board on a three-year cycle. Each institution developed indicators that support Foresight 2020 and established a baseline for each indicator. To be eligible for any new funding appropriated, each institution must submit an annual report updating the Regents on its progress toward meeting each performance agreement indicator. K-State qualifies for 100 percent of any new funding for which it is eligible because the university maintained the baseline or improved from the baseline in at least 51 percent of the performance agreement indicators.
Since 2012, the Regents have approved 79 courses for systemwide transfer among any public university or college in Kansas offering an equivalent course. The Regents will approve five additional courses recommended for systemwide transfer by the Kansas Core Outcomes Group. The courses recommended for systemwide transfer are environmental science, offered as three separate courses including a lecture, lab or lecture and lab; financial accounting; and managerial accounting.
The Regents will receive the annual Foresight 2020 progress report.
The Regents created a Concurrent Enrollment Program Task Force to increase opportunities for high school students and expand concurrent enrollment in Kansas. The Regents will receive information on the task force's recommendations. The task force voted to form working groups to make recommendations on the following issues: identification of five courses offered for statewide delivery, establishment of standardized eligibility requirements for students, agreement on a common rate for tuition and fees and identification of alternative delivery methods.
State university chief executive officers will share information with the Regents on the student experience for their individual campuses, discuss how they gauge students’ satisfaction with the campus experience, discuss what metrics they use to gauge progress or make changes and share what changes they are considering to enhance the student experience.
