New federal regulations regarding withholding transcripts

Effective today, Monday, July 1, new federal regulations regarding withholding transcripts for learners are in effect. The new regulations are posted in the Federal Register under "Financial Responsibility, Administrative Capability, Certification Procedures, Ability to Benefit" (Docket ID ED-2023-OPE-0089).

To maintain compliance with this new regulation, K-State has updated holds to no longer prevent the release of a transcript or diploma due to outstanding financial balances. Enrollment impacts will still be in place for balances owed to the institution, so it will be important to confirm that students are fully enrolled in classes via KSIS to ensure that billing, financial aid and other university support services — including library services, health services, IT support, Duo authentication, etc. — are available to the student immediately.
