K-State's agenda for the November Kansas Board of Regents meeting

The Kansas Board of Regents will meet Nov. 20 at the K-State Student Union. A livestream will be available for individuals to listen remotely.

K-State items on the consent agenda:

K-State requests approval to offer a Bachelor of Science in cyber systems design and dynamics. The innovative degree program merges the realms of digital design, human-computer interaction, virtual and augmented reality, data science and intelligent computing systems architecture to equip students with skills to create engaging virtual environments, immersive applications, predictive data systems, cyber physical systems and interactive media.

K-State requests approval to raze three buildings on the Salina campus: the maintenance building, the composites building and the Tullis Building. K-State is requesting a $400,000 allocation from the FY 2025 Building Demolition Fund appropriation to raze the buildings.

K-State requests approval of the program statement for a new head house facility and improvements to the Kansas Forest Service existing head house and greenhouse. The project will address hazards and inefficiencies within the current facilities and expand nursery operations to meet demand for plant materials. The estimated project cost is $1 million and will be funded with a grant from the U.S. Forest Service.

K-State requests approval to amend the fiscal year 2025 capital improvement project plan and to accept the program statement for construction of a new Dairy Teaching and Research Center. The new facilities will replace aging facilities to bolster teaching, research and extension and milk production capabilities. The estimated project cost is approximately $46 million, and construction would begin once funding is secured. 

K-State requests approval to amend the fiscal year 2025 capital improvement project plan and to accept the program statement for renovations to the laboratory facilities in Trotter Hall used by second-year students. Students learn to perform every cage-side, stall-side, chute-side and in-house diagnostic test available to veterinary practitioners in the space. Renovations will reconfigure and modernize the space. The estimated project cost is $7.7 million and will be funded with philanthropic gifts.

K-State requests approval to amend the fiscal year 2025 capital improvement project plan and to accept the program statement to expand the Equine Performance Testing Center to provide space for rehabilitation services and regenerative medicine. The estimated project cost is $5.2 million and will be funded with philanthropic gifts.

K-State items on the discussion agenda:

The Regents will act on academic year 2024 performance reports. Having met its performance goals, K-State is eligible for 100% of any new legislative funding that may be allocated.

All state universities submitted fiscal year 2026 housing and food service rates for first reading. The board will take final action in December and approved rates will go into effect on July 1, 2025.

The Regents will act on K-State's request to name an outdoor terrace at Bluemont Hall.

The Regents will act on K-State's request to name the School of Accountancy within the College of Business Administration.

The Regents will receive the first reading of non-budgetary legislative proposals for the 2025 legislative session. K-State requests authority to sell the College of Veterinary Medicine's referral clinic in Omaha, Nebraska, and the Unger Complex. The university also requests bonding authority of up to $23.5 million to support the Agriculture Innovation Initiative.
